Express Entry - FSW draws to resume next month and the changes coming to NOC

 

Canada’s Immigration Minister Sean Fraser announced a few months ago that Express Entry draws for FSW and CEC categories will resume in July 2022 and IRCC’s processing time is expected to return to the six month standard time.

Prior to the pandemic, Express Entry candidates from all categories were invited to apply for permanent residence (PR) approximately every two weeks. You can take a look at the previous draws here.

In March 2020, due to border closures, IRCC began category specific draws only. For the first few months of the pandemic, only Provincial Nominee Program (PNP) and Canadian Experience Class (CEC) candidates were invited to apply (ITA) for PR from the Express Entry pool.

In July 2020, IRCC began all category draws again which included Federal Skilled Workers (FSW), but paused them shortly after in December 2020. Since then there has not been any draws for FSW candidates. In September 2021, IRCC stopped inviting CEC candidates as well, because of processing delays. Due to COVID-19, they could not commit to processing applications within six months, which is the ‘normal’ processing time for Express Entry programs.

As Express Entry draws resume next month, the number of invitations issued by IRCC could look like pre-pandemic numbers, according to an internal briefing memo dated March 28. All category draws in 2020 up until March 18th ranged between 3,400 and 4,500. In 2019, all category draws ranged from 3,200 to 3,900.

Employment and Social Development Canada (ESDC) has made changes to the NOC - National Occupational Classification.

The NOC 2021 will come into effect in November 2022. The new system outlines the level of Training, Education, Experience and Responsibilities (TEER) required for each occupation.

As a result of these changes, the below 16 occupations will become eligible for Express Entry:

  • Payroll administrators;

  • Dental assistants and dental laboratory assistants;

  • Nurse aides, orderlies and patient service associates;

  • Pharmacy technical assistants and pharmacy assistants;

  • Elementary and secondary school teacher assistants;

  • Sheriffs and bailiffs;

  • Correctional service officers;

  • By-law enforcement and other regulatory officers;

  • Estheticians, electrologists and related occupations;

  • Residential and commercial installers and servicers;

  • Pest controllers and fumigators;

  • Other repairers and servicers;

  • Transport truck drivers;

  • Bus drivers, subway operators and other transit operators;

  • Heavy equipment operators; and

  • Aircraft assemblers and aircraft assembly inspectors.

There will be three occupations that will become ineligible for Express Entry:

  • other performers;

  • program leaders and instructors in recreation, sport and fitness; and

  • tailors, dressmakers, furriers and milliners.

These three occupations will remain eligible for some streams of Provincial Nominee Program (PNPs).
